Coverage and missing cells

Understand uneven coverage, missing results and network identifiers.

OpenCellID is a community-contributed dataset. Coverage is good in some areas and sparse in others, depending on where people collect and share observations. It also varies by operator and radio technology within the same area. We cannot guarantee a result for every cell or location.

Why a cell may be missing

A “cell not found” response means we have no matching record for the identifiers you supplied. Possible reasons include:

  • The community has not observed it yet. New cells and places with few contributors can have gaps. Recently uploaded observations may also still be processing.
  • The operator changed its network. Operators can reassign cell IDs or area codes when reconfiguring or upgrading networks. An older observation may use different identifiers, even if the equipment is at the same site.
  • The identifiers do not belong together. MCC, MNC, LAC/TAC, cell ID and radio technology must describe the same cell. Mixing readings, using the wrong SIM slot or confusing hexadecimal and decimal values can prevent a match.
  • The SIM provider differs from the serving network. This can happen with an MVNO or while roaming; see below.

The response alone cannot tell you which reason applies. A missing record does not mean the cell does not exist or that the area has no mobile signal.

MVNOs and roaming

A mobile virtual network operator (MVNO) sells mobile service using another operator's radio network. Your provider's brand or SIM identifiers may therefore differ from the network identifiers associated with the cell your phone observes. Roaming can create the same distinction.

Use the MCC and MNC reported for the observed cell, together with that cell's area code, cell ID and radio technology. Combining a SIM provider's MCC/MNC with a host network's cell ID can produce a combination that does not match a record. Do not guess a replacement MNC from the provider's brand.

MVNO use does not by itself prevent a lookup. The observed network identifiers and our coverage determine whether we can return a result.

On Android, the SIM provider and registered network operator are separate values. An app such as Tower Collector can help you inspect cell information. Keep all identifiers from the same observation and subscription.

Interpreting area results

Area searches and counts describe matching records in our dataset. They are not a complete inventory of an operator's cells or a map of mobile signal coverage. An empty or sparse result can reflect limited contributions, even where phones have service.

Check the bounding box and operator or radio filters before drawing conclusions. When listing cells, follow the endpoint's pagination to retrieve additional results.

A cell record is also not the same as a physical tower: one site can serve several cells, sectors and radio technologies. Cell counts should not be treated as tower counts.

Working with gaps

Handle missing results in your application and test coverage in the areas and networks you need. Repeating an unchanged lookup will not fill a dataset gap.

You can help improve coverage by contributing observations. Fresh observations help us keep up with new cells and network changes.
